icdsoft.com. I highly recommend them and have been with them since 2003.

Although they have tons of
features, the key features I like (in no specific order) are:
- 24-7 Online ticketing support system. While I have submitted over 20 tickets, they have never taken over 15 minutes to respond, and it's almost always been below 5 minutes.
- 10 MySQL (4.1 or 5.0) databases, with phpMyAdmin
- PERL, PHP4, PHP5, Python, Ruby and TCL
- FTP Access
- Writable script permissions (required for automatic thumbnailing and http based file uploads).
- Unix based server
- 1 GB storage
- 20 GB/mo transfer
- Impeccable server uptime (netcraft). I've been frontpaged on digg, receiving over 10k unique visitors over 24 hours and the server didn't even skip a beat.
- $72/year
- mod_rewrite, htpasswd, and custom 404 page
- Unlimited email accounts with 1 catch-all email address, webmail interface, and POP/SMTP/IMAP access
- $5/yr/domain Domain parking, so you can register yoursite.com, yoursite.org, yoursite.net easily.
In comparing this with some other popular hosts:
- godaddy charges more, did not allow writable script permissions (at the time I was working with them), and had no mysql access.
- dreamhost has ridiculously amazing storage and bandwidth usage, but many have reported that their uptime and support are horrible.
My only gripes with this hosting are:
- No shell access
- No SCP access
